四海麻将是基于造牌理念发展而来的一种易上手、且兼具娱乐性和竞技性的麻将规则。
四海秉承的造牌理念,是通过合理的规则设计,鼓励玩家在基本和牌型的基础上,进一步构建更具美感和难度的大牌,而不是一昧的小牌抢快和。
四海麻将针对休闲和竞技玩家的需求,设计了基础和标准两个核心规则等级,以及入门和进阶两个方便玩家上手和过渡的辅助版本。

游戏通则
四海麻将采用四人制,一人和牌则本盘结束,不设连庄。
以半庄(两圈)或全庄(四圈)为一个单位(局)。每局比赛每位玩家的初始分数为 1000 分,局分数可以为负分。
使用 136 张麻将牌,包括三种花色、七种字牌,不包括花牌。
设王牌 14 张,从王牌末端补杠牌,王牌不递补。牌墙只剩下王牌时流局。
设“过水”禁例,即自己听牌后,自己或他家打出铳张后没有和牌,在下一轮进张之前不得和相同的牌。
暗杠即时揭示。
允许吃碰之后杠牌。
起和标准,即和牌最小需满足的分数,由不同级别的规则有所区别。
多人和牌的规则,也由不同级别的规则所规定。入门版和基础版采取“截和制”,进阶版和标准版采取“截分不截和制”。

General Rules
Four Seas Mahjong is an accessible mahjong ruleset built around the idea of hand-building, combining entertainment with competitive depth.
Its hand-building philosophy uses rule design to encourage players to develop larger, more elegant, and more difficult hands on top of basic winning patterns, rather than only racing to quick small wins.
For both casual and competitive players, Four Seas Mahjong provides two core rule levels, Basic and Standard, plus Beginner Level and Advanced variants for easier learning and transition.
Rule Levels

Basic Rules - Beginner Level - For new players - 7 - Basic mahjong rules and operations, with no minimum-score requirement
Basic Rules - Basic - For casual players - 18 - Introduces the hand-building system and its main lines, with a higher winning threshold
Standard Rules - Advanced - A transition between Basic and Standard - 49 - Expands whole-hand yaku and sequence-based yaku; minimum score differs for self-draw and discard wins
Standard Rules - Standard - Competitive mahjong rules - 100 - Adds triplet, mixed sequence-triplet, and seven-pairs yaku, limit hands, and buried tiles
Common Game Rules
Four Seas Mahjong is played by four players. When one player wins, the current hand ends. There is no dealer continuation.
A half game consists of two rounds, and a full game consists of four rounds. Each player starts each game with 1000 points, and a player's score may go below zero.
The game uses 136 mahjong tiles, including three suits and seven honor tiles. Flower tiles are not used.
Fourteen tiles are set aside as the dead wall. Supplement tiles for kongs are drawn from the end of the dead wall, and the dead wall is not replenished. The hand ends in a draw when only the dead wall remains.
The furiten-like restriction applies: after a player is in tenpai, if that player declines to win on a winning discard made by themselves or another player, they may not win on the same tile before their next draw.
Concealed kongs are revealed immediately.
Kongs are allowed after calls such as chii and pon.
The minimum score required to win differs by rule level.
Multiple-player wins are handled differently by rule level. The Beginner Level and Basic Level use interception of the win, while the Advanced and Standard versions use score interception without blocking the win itself.
